It was created by Decrees No. 41,501 of January 4, 1958, and No. 44,286 of April 20, 1962, intended for circulation in what was then the colony of São Tomé and Príncipe, part of Portuguese Africa. The islands of São Tomé and Príncipe remained uninhabited until their discovery in 1470 by the Portuguese explorers João de Santarém and Pedro Escobar. Gradually colonized during the 16th century, they became an important commercial center within the context of Atlantic trade. São Tomé and Príncipe achieved independence in 1975.

Printing Proof and Color Proof of the 1000 Francs 1960 banknote (Pick 10r), PMG Ineligible Type - Remainder (Printing Proof). It received the three normal printing layers on the obverse and reverse, but without the final black layer. The singular characteristic of this piece is the complete surcharge of the reverse of the 500 Francs note (Pick 9r) applied over the reverse of Pick 10, revealing a technical workshop error and an extremely rare reuse of plates.
